Excerpt from The Crisis of the Republic It is my purpose in this article to set forth the views that I entertain of the positions taken by the Executive Department of our Government touching the controversy that, for many years, has existed between Great Britain and Venezuela as to the boundaries of the latter country on the line of the colony of British Guiana. Next, it is my purpose to consider the circumstances in which the Monroe doctrine had its rise, its scope as it was understood originally, and then to examine the proposals now made for the enlargement of its scope to national and international relations not contemplated by its authors. I may then indulge myself in some observations on the aspect of affairs as they appear to be connected with the Venezuelan controversy. If, in the opinion of anyone, an American citizen, though a private citizen only, may need an apology or an excuse for presenting his views to the public, he may find, not an apology, nor an excuse merely, but full justification in the fact that that controversy has become a menace of war between Great Britain and the United States. If we include the colonies of Great Britain, that menace assails directly not less than one-twelfth part of the civilized inhabitants of the globe; and if that menace should become an event, the business relations of men and the political relations of states would be disturbed seriously over the whole western world. Do I assume anything beyond what is justified by the record when I say that the positions taken by the Executive Department are a menace of war? What are those positions?
