In this event new elections must be held within j3ixty days and the new house must be called together not later than ninety days after the dissolution.10 The Imperial Budget--Procedure It is the duty of the Imperial Chancellor to present the annual budget to the Bundesrat, but the compilation of this report is in charge of the secretary of the imperial treasury. The local authorities submit estimates of their anticipated revenue and expenditure to the provincial authorities who classify them and submit them to the appropriate ministries. Here they are again examined and arranged and the estimates of income and expenditure presented in the form of a budget. The departmental estimates are made up, as a rule, with little knowledge of what the imperial resources will be and in consequence they usually greatly exceed the expected receipts; it therefore devolves upon the imperial treasury, which has in mind the general financial condition of the empire, to so reduce the demands as to secure a budget balance. The power of the treasurer to reduce the departmental estimates is not so great as in England, but the power at his disposal is usually sufficient for his ends. He has, in fact, a considerable influence over other departments inasmuch as his assent is required for expenditures in excess of estimates or for extra-budget expenditures. Differences of opinion respecting appropriations for departments are submitted to the Chancellor. The estimates are presented to the Emperor by the Chancellor before submission to the Bundesrat.
