CLIP - Despite the importance of creating efficient banking systems, no coherent effort has been made to analyze the banking reform process and to derive lessons for future reforms. The present study tries to fill this gap by analyzing the experiences of the Cz ech Republic, Hungary, Poland, and Estonia. It shows that banking reform has, in many cases, only proceeded gradually, that it can only be successful when closely being coordinated with monetary stabilization and fiscal consolidation, and that solutions to the problem of nonperforming loans must be found early on. With regard to the stock of nonperforming loans, the mere recapitalization of banks is not a sufficient condition for creating stable and efficient banking systems. Rather, recapitalization mu st be combined with reforms that have the potential to contain the flow of bad debt. These reforms comprise bank privatization, the enforcement of banking regulations, the strengthening of banking supervision, and the liberalization of the market entry f or foreign banks. Books.
