Excerpt from Special Report on the Extent and Character of Food Adulterations: Including State and Other Laws Relating to Foods and Beverages The inquiry into the extent of the adulteration of food, drugs, and liquors, provided for by act of Congress, demands a report on the actual condition existing as to the adulteration of all articles taken into the human stomach, and that such report be sufficiently terse to be generally useful and at the same time so free from scientific statements and phrases as to make it available to the average reader. The object of Congress in making the appropriation in question was evidently to secure facts upon a subject of great importance, and one which is now agitating the public mind to an extent never before reached except upon a political question. Keeping this object in view, the attempt is made in this report to follow the character and scope of Bulletin No. 25. The correspondence had with leading men of all professions, especially with those engaged in investigating food adulteration and in manufacturing food products of various kinds, is thoroughly convincing as to the very general extent of the sophistication of the food, drug, and liquor supply. No one can follow the varied and valuable reports made by the various State officers, in those States where laws exist (and a sufficient appropriation is made to execute them), without being convinced of the value to the State of such legislation. In previous bulletins issued by the Department, various laws upon this subject have been published, and herewith will be found some new laws recently enacted by other States, and which seem, in some respects, to cover the ground better than older laws. There will also be found numerous extracts from reports, letters, and other documents supplied by correspondents who have kindly assisted in the effort to procure facts worthy of consideration. These extracts have been classified and arranged under various headings, and will be found under their classifications in as short space as it is possible to present them. There is no mention herein of a subject that occupied considerable space in Bulletin No. 25, viz, the diseases of animals used for food, Congress having by legislative enactment eliminated the subject from discussion, at least for the present.
