Das Strafrecht hat sich verändert. Das klassische Strafrecht reagierte mit Strafe auf begangene Verletzungen. Heute soll Strafrecht auch schon Vorkehrungen gegen Bedrohungen etwa durch Terrorismus oder Cybercrime treffen. Dazu greift es immer weiter vor der eigentlichen Verletzung ein.
