This essay is based on a paper read before the Engineers Society of Western Pennsylvania, at Pittsburgh, December 15, 1908, and published in the Proceedings. The work is in great measure a compilation and study of the results obtained by other investigators and is intended as a compendium of the subject suitable for reference. I am indebted to Mr. Harrison W. Craver for the free use of the extremely valuable bibliography of the subject published by the Carnegie Library of Pittsburgh, which is reproduced in condensed form at the end of the volume.
