Subsequently the United States Supreme Court passed on the question of what is meant by the phrase statute of the United States, occurring in another act. You gentlemen are doubtless familiar with that phrase in the court of appeals act which provides for appeals to the Supreme Court of the United States in certain cases where a statute of the United States is involved. This case came up from the Philippines, where the question in volved the Philippine tariff law, a special act of Congress not passed for the United States, but for the Philippines, and the Supreme Court there holds that the Philippine tariff act, although applicable only to that locality and not to the whole country, is a law of the United States (gsell Insular Collector, 239 U.
